Rather than relying on remote pilots, the drones would navigate and select designated targets using onboard AI and map-matching systems, potentially allowing them to continue operating despite Russian electronic jamming.

The objective was to severely disrupt flights around Moscow and create domestic pressure on the Kremlin to negotiate. Zelensky permitted preparations to move forward despite concerns over civilian casualties and that civilian aircraft could be endangered.

The project was put on hold after Fedorov was removed as Defence Minister in July, but Ukrainian officials believe it could be restarted within around three months.
